Thanks! These are very helpful!
This link might give you some clues for finding information about when it was built. http://content.mpl.org/cdm4/item_viewer.php?CISOROOT=/RememberWhe&CISOPTR=394&CISOBOX=1&REC=2. Now I’m curious to dig deeper!

This article might provide some additional information.
“Downtown reknit by new connectors: Milwaukee’s twice-arcaded Grand Avenue shopping precinct.” 1983. Architecture: the AIA Journal. 72 (11):75-77.
In the Avery Index to Architectural Periodicals, I found this statement in the notes:
“Arcaded shopping center combines the 1915 Plankinton building (architects: Holabird & Roche) with a new building (architects: Elbasani, Logan & Severin Design Group).” Maybe information can be found on the architects.
There is a book (illustrated catalogue of all their works) on this architectural firm that may contain information about the arcade and whether the drawings are available and where. You can probably check for this book in pubic or university libraries. http://www.amazon.com/Holabird-Roche-Root-Illustrated-Catalogue/dp/0824039742
Check some of my comments on this thread. I found some links for you, and information on the architects of the arcade. Here’s a link with pictures and a list of newspaper articles for when the arcade was built. http://oldmilwaukee.net/detail-history-form.php?%20id=3. Hopefully some of this is new and helpful.
Any new info on the statue?
